The PC version feels like a console port that didn't go well. The lag on skill use and switching weapons is the worst. I've played Division on both PC and Xbox and can tell you the Xbox version feels much more polished from a UI and function standpoint. Consumer.Consoles have some limitations, but one of the big reasons people like them is the lack of hacking.
To me, it just seems to be breaking up a balance in gaming. Keyboard would let you do this on console. The other thing I have noticed is that there is a functioning chat window allowing player to search for parties one there own. The shooting mechanics on PC just feel much better allowing you to get headshots for days without stability mods.
